Jolayne Devers

Partner - MBA, CPC, CPC-H, CPC-P

For more than 25 years, Jolayne Devers has worked in the health care industry in a variety of sectors, including a world-leading medical device company, a large commercial payer, and a provider organization. As a consultant and Certified Professional Coder she has used her broad experience to build a unique expertise in medical device and drug optimization strategies for product reimbursement and market access, and has successfully established numerous government payment mechanisms for MS-DRGs, APCs and RVUs in addition to obtaining CPT, ICD-10 and HCPCS codes for emerging technologies. Jolayne also currently provides CPT, RUC and strategic consulting to the American Society of General Surgery to guide them through the code development process and on the political and economic changes that affect general surgeons and the quality care they provide for their patients.

Jolayne earned a Bachelor of Science degree from the University of St. Catherine and an MBA from the University of St. Thomas.

Chris Lyle

Partner - MS

Chris has more than 20 years of experience in supporting the development of medical devices, biologics, and pharmaceuticals. Chris works with JD LYMON’s clients to ensure research programs can support both product approval and reimbursement requirements, and he has successfully negotiated numerous IDE study designs with FDA. Prior to joining JD LYMON, Chris held several executive positions at a medical device CRO, including responsibility for market access, biostatistics, and corporate operations.

Chris holds a BA in Mathematics from St. Olaf College and an MS in Applied Statistics from Florida State University. He has also completed numerous additional graduate courses in health economics, research methods, and health policy at the University of Minnesota. He speaks routinely on clinical study design and evidence development strategies and has served on the community faculty of both Metropolitan State University and the St. Cloud State Masters of Regulatory Affairs program.

Carla Monacelli

Strategic Advisor

Carla Monacelli develops and implements strategic reimbursement plans for both biotechnology and medical device companies. She has been involved with the launch or reimbursement strategies for hundreds of technologies, including multiple companies that have had successful exits. Her strength lies in working with clients to integrate healthcare policy and reimbursement solutions into an organization’s overall business plan, examining the trade-offs and timing of various strategies, ultimately resulting in removing reimbursement as a barrier to market adoption.

Mark Domyahn

Partner - MBA

With more than 25 years of experience in the health care industry, Mark helps JD LYMON clients seeking expertise in medical technology, provider reimbursement and health economics. Prior to joining JD LYMON, Mark founded Pursuance Consulting, a reimbursement and health economics consulting practice developing successful reimbursement strategies and implementation plans for medical device, pharmaceutical, and biologics companies, from start-ups to Fortune 500 companies. Mark has also served in market access leadership positions at Medtronic, Restore Medical, CardioMEMS and Zimmer, where he formulated and executed reimbursement and health economic strategies for multiple therapy areas, including heart failure, cardiology, neuromodulation, orthopedics, and sleep disorders.

Mark holds an MBA from the Wharton School at the University of Pennsylvania and a Bachelor of Science in Accounting from Minnesota State University-Moorhead. He is a frequent presenter regarding reimbursement and health economic strategy and implications across the United States.
